The Canadian correctional system is responsible for the safe and secure custody of offenders and for supporting their rehabilitation and successful reintegration into the community. Our system is designed to balance the punishment for criminal activity with the need to address the root causes of offending behavior and to ensure public safety. The Correctional Service of Canada (CSC) manages federal institutions and supervises offenders on parole, while the Parole Board of Canada makes independent decisions regarding conditional release.

Federal Correctional Institutions

Federal institutions house offenders who have been sentenced to two years or more of imprisonment. These institutions are classified based on the level of security required to manage the risks posed by the offenders. CSC provides a range of programs and services to help offenders address their criminal behavior, including educational and vocational training, mental health services, and substance abuse programs. The goal is to provide offenders with the tools and skills they need to become law-abiding citizens upon their release.

Parole and Conditional Release

Conditional release, such as parole, allows offenders to serve part of their sentence in the community under supervision and with specific conditions. This process is designed to support a gradual and supervised transition to civilian life, which has been shown to reduce the risk of reoffending. The Parole Board of Canada conducts thorough risk assessments to determine whether an offender can be safely released. While on parole, offenders are monitored by parole officers and must comply with various conditions, such as regular reporting and restrictions on their activities.

Supporting Rehabilitation and Reintegration

Successful reintegration is essential for long-term public safety. We provide a range of supports to help offenders transition back into society, including help with finding housing and employment, and continued access to counseling and community programs. We also work with community partners and organizations to provide a network of support for offenders and their families. By focusing on rehabilitation and reintegration, we can help reduce recidivism and make our communities safer for everyone.

Victim Involvement and Rights

The rights and perspectives of victims of crime are an important part of the correctional and parole process. Victims can provide statements to the Parole Board regarding the impact of the crime and can receive information about the offender's status and release. We are committed to ensuring that victims are treated with respect and that their voices are heard throughout the process. We provide various resources and support services to help victims navigate the system and to ensure that their rights are protected.
